Rates per Swedish consortium partner up to the limits set by EU state aid rules
The following categories of costs may be eligible (subject to some limitations):
1. personnel costs, i.e. gross salary and actual additional costs, to the extent that the Participant’s personnel work in the project,
2. costs of equipment, land and buildings to the extent and for the period used for the project,
3. costs of consultants and licenses etc.,
4. other direct costs,
5. actual indirect costs per participant up to maximum 30 % of eligible personnel costs (this limit does not apply to universities and higher education establishments).
Costs for services performed by third parties (consultants/subcontractors) may not exceed 20 % of the public funding.
Minimum 30 % of the total costs for Swedish participation in a project must be incurred by Swedish companies.
Application for national funding of Swedish participation in selected projects to be submitted immediately after the full proposal selection process has been finalised.
Financial and progress report every six months. Final report one month after project ending.
The requirement for a minimum 30 % of the Swedish cost to be incurred by Swedish companies is referring to a minimum share of the total cost for activities performed by Swedish participants in a project. The requirement does not constitute for 30 % of the project costs to be covered by companies, because companies can (within the limit of 3.5 million SEK funding per project application) apply for a partial financial support up to the limits set by EU state aid rules.
An example:
- A Swedish participation has a total cost of 1.000.000 SEK.
- The Swedish consortium consists of a research organisation requesting 100 % funding and an SME requesting 70 % for “Industrial research” activities according to GBER Article 25.
- To fulfil the requirement, the budgeted costs for the SME must be at least 300.000 SEK out of which the SME can apply for 70 % = 210.000 SEK in funding from Vinnova.
- The budgeted costs for the research organisation can be maximum 700.000 SEK, all of which can applied for from Vinnova.
The maximum funding to the Swedish project participation would then become 700.000 + 210.000 = 910.000 SEK, i.e. a 91 % funding rate at project level. The SME would cover 30 % of own costs which would amount to a 9 % contribution to the total Swedish project costs.
